A proposal evidence register is a governed inventory of sources that can substantiate material statements. Its value comes from authority, scope, freshness, approval and candidate linkage—not the number of documents it contains.
What should a proposal evidence register contain?
For each material claim, record the evidence identifier, source authority, exact supporting passage, approved scope, owner, approval state, effective or expiry date, confidentiality boundary and the candidate location where the claim appears. Separate evidence existence from evidence fitness. The register should also preserve negative state: missing proof, partial support, expired authority or unresolved applicability.
Approved policy, product record, contract record, named SME or another controlled source.
Exact passage, scope, entity, timeframe, conditions and permitted strength of claim.
Response location, requirement, reviewer decision and current release state.

Is an evidence register the same as a content library?
No. A content library helps teams reuse answers. An evidence register records why a material claim is supportable, within what scope, under whose authority and where the current candidate relies on it.
Should every sentence have a separate evidence record?
No. Prioritise material, scored, mandatory, regulated, quantitative, security, performance and differentiating claims. The goal is defensibility, not administrative volume.
What happens when evidence expires?
The affected claims should move to review or HOLD until the evidence is refreshed, replaced or the wording is narrowed to what remains supportable.
